I'd like some advice. I'll keep it anonymous for now as I'd rather have it sorted amicably.
The short version:
I bought a frame. It showed up and was not in the condition it was advertised as being in. Rusty chainstay bridge, rusty bb shell. The sealed bearing BB promised is a poorly adjusted loose bearing bb which is seriously chewed up to the point I'm not sure I want to play with it at all. The chrome forks are in much worse condition that stated.
I contacted him immediately stating I wasn't happy and he told me not to worry, it's safe. And what do I expect from a vintage frame.
Not the point in my opinion. I expected the frame to arrive as it was advertised. After a back and forth, he didn't respond to my last message and I got on with other things. Some time went by, the frame was back in it's box and I thought fuck it, I'll just get it built.
When I took it out, I remembered how poor it really was so I got back in touch.I gave him options. Enter into a discussion about what the frame was really worth in it's current condition or put it back up for sale but with folk able to come and view it at my house if we couldn't agree.
The third option being a Paypal dispute.
He called me up but, frankly, I'd rather keep all communications written and therefore recorded. He calls me a coward and says that I can pick up the phone or he'll show up on my doorstep one of which "will be a lot easier (on you)". Charmer.
Honestly, if when I'd first been in touch he'd apologised for the non-disclosure of the frame's condition and offered to replace the BB or some such, I'd have probably dropped it.
It's left me grumpy but also wondering if I'm the jerk.

If he's threatening violence, PayPal dispute it now, and demand that it's collected by a courier or trusted third party. Not as advertised => SoGA says his problem to arrange collection, not yours to arrange return delivery, unless agreed in terms before the transaction. Doesn't matter that it's used goods.

Did you see any photo's of the frame before you bought it ?
I know photo's would give you all the details in relation to the BB and stuff but it should give you an idea of what your buying.

They would only give you all the details when the photos are actually good, macro shots if possible and decent lighting at least. Some of the photos I see on here of some of great frames, parts etc. are well.. pony tbh

The close ups were all of the best bits. From a distance it all looked fine. Well used, patina'd but no close ups of rust or the pitting to the chrome.

I have honestly tried to be as reasonable as possible. I would be totally willing to have people view the frame at my house and to provide detailed pictures of the frame for resale.
I don't want to scam the guy and I don't want a ruckus. I just don't want to be treated as inconsequential.
Some folks go miles out of their way to ensure every last blemish on a frame is detailed and disclosed. This just makes me distrustful of classifieds.
I'm very glad I insisted on Paypal.

Even if the friend story was true , which it isn't , it's not your problem.
Have you initiated PayPal dispute yet? Because if he closes his account, he's gone along with your money. When you start the dispute, it means he can't close his pp and also they will hold any funds he has in there to cover your dispute .
You got a frame in poor condition expecting one in ok condition, you're not being unreasonable, the seller sounds like a top tosser.

The dispute process involves PayPal attempting to contact the seller to mediate, it doesn't just auto reverse the payment (sadly) if they decide he's in the wrong, they will refund you.
You need to get the ball rolling with PayPal.
