It was more the lengths he went too in avoiding the doping ban. CONI, the Italian Olympic Committee, got his dna from the Puerto blood bags (having been exonerated by a clearly corrupt Spanish Cycling Federation), tested him when the Tour de France had a stage finish in Italy (cunning bastards), and matched his dna to the blood bags. He fought tooth and nail to avoid the ban, which was eventually upheld by CAS. Still claims to this day he was set up.
Add to that the fact he's loyal to one person only, in a sport where sometimes you have to give up your personal ambitions for the good of the team, and he's shown that he is a snake. Did you see the 2013 Worlds? Two Spaniards in the winning break (Valverde and Rodriguez), the latter gets away on his own inside the final 5 kms, so all Valverde has to do is ride for the team and ensure neither Nibali or Rui Costa get away to go after Rodriguez. Somehow Valverde lets Rui Costa go, who was his trade team mate at the time, and the latter rides across to Rodriguez and beats him in the sprint.

He's a convicted doper who has shown zero remorse, and seems to have a 'was just doing my job' attitude to it - that's why people don't like him.
I have to admit my dislike of him has been wavering recently - he always makes races more interesting and I quite like his "don't give a fuck" attitude to stupid attacks and the like.

Doping ban, never admitted it, came back unrepentant, is riding as well as ever at the age of 34/35. He does liven things up a lot though, which is why it's very much a love/hate thing.
