Yeah, drafting a stranger (particularly someone riding fixed) through London traffic is extremely foolish. I'll sometimes give a little acknowledgment that I'm ok with someone being on my wheel and even wave them forward to do a turn if it seems like we're well matched for pace and ability, but I'd just as happily tell someone to GTFO if I think they're putting us both in danger by getting too close.
Having said that, if I catch someone who is going around the same pace as me, I'll often sit on their wheel for a while (if it's safe to do so) before overtaking or backing off. If I get even a hint that they're not 100% happy for me to be there, I'll drop off or move past. I certainly wouldn't argue that they were being weird if they told me to back off.
