Not really. They're positioned like that to get more control / leverage on the short, sharp climbs in CX races I think.

The 'better suiting angle' would be whatever gives the shortest distance between steerer and bars.

I'm not talking about quill stems. Maybe I didn't explain it right but spacers on top of stems have no function and can never be pornworthy for me, nor can upward angled stems.

This (spacers on top) has become de rigueur. I believe the movement was started by MC Tester back in 09? The stem is zero degrees hence perpendicular to head tube. Anything over this is considered upward and therefore rightfully anti.

I think one of the carbon fork manufacturers actually started it, after noticing some failures caused by stem clamping according to the original Dia Compe AHead instructions which were written for steel steerers. By spring 2009, I had a tidy implementation in place.
