I suppose that's one word for it. You could achieve exactly the same position with a normal stem location and a bullhorn with a bit of drop instead of a lot of rise. That way, you wouldn't have to use a weakened steerer; the upsidedown method only works if you eliminate the usual butt at the fork crown.

Twice. The former messenger I bought it off, bought it of a messenger as well. Though pictures easily camouflage the rougher spots (it has some minor surface rusty spots and the obvious paint chips and scratches). But yeah it's in pretty good condition fortunately!
Needs repeating.
