I usually three coat on rims, two on tubs (left to dry after each apply), after drying, install and inflated to max pressure and leave for 24 hours for customer bicycles (best to be safe than sorry).

Its not a fresh rim though, its caked in glue already so I would think 3 would be overdoing it a bit surely?
