My Pro4 25s on Open Pro measure 25mm.

Which is why they come up at closer to 28mm on the 24mm wide Kinlin XR22T ;-)

25mm Pro4 are actually 28mm. Not really sure why they don't just call them 28mm

They probably don't call them 28mm because on the rims they were designed for they don't measure that.
