I've held off commenting for as long as I could
I'm no expert but, those bars would seem to be for short stem attachments like the Takhion hinged double-clamp
Longer stem types such as your Rossin would more likely have been fitted with shorter reach bars
There a number of styles of handlebar for fork-mount stems...I have seen maybe four or five at least
The type of bar depends on the length and angle of the stem off the crown
My bike has a medium length but, shallow angle stem and I had to have the bars custom made to suit the look I was wanting. They are modelled on the bars on this Textima...(this is not my bike)
Think hard before you cut them
Even if you snip the ends the reach will still be the same but, if you decide you no longer want them or if you find something more suitable the bars will not be worth as much
Those bars you have can fetch good money to collectors, even more if unmolested
