Hadn't even noticed the food thing, it's not about food! Less an inside joke and more a cultural reference really, but if you don't know it you don't know it. Reading up on the landlord of a well known fictional pub would be a good starting point.
The picture's not as wide as I remembered I'm afraid, so probably not very helpful. But once you have the real name of the landlord and the clues in this thread already Google is your friend...
