This diagram from HED is puzzling:
A 25mm tyre on a wide rim is taller as well as wider, despite running lower pressure?
I suppose the pressure is implied by the larger volume, but I'm surprised tyres stretch that much.
Flo's diagram is more what I expect. They can't both be right :s

Is one in free air while the other is under load pressing against the ground?
It's a little puzzling, but a 28mm tyres in 19mm internal width would have a similar shape to a 23mm tyres in 13mm internal width.
Put a 23mm on a 19mm internal width and it'll be shorter.
