That's not heavy :-) My RS80-C24s are still in great shape after plenty of unpaved roads under my 100kg weight, so I don't think you need to worry too much.

For a low budget, DT R24 or Fulcrum Racing 5LG would be good options. There's nothing wrong with something like Kinlin XC279/DT R460/H+Son Archetype 32-spoke laced to Shimano 5800 or 6800/Ambrosio Zenith/Novatec hubs if you want, but there's not really any need for heavy duty wheels on a road bike unless you're either properly heavy or you're going way off the beaten track.
