No reason you couldn't use 9 of 10 cassette sprockets, as long as your derailleur limit screws will go in that far. You'd be able to play around with the (now spare) cassette spacer to move the cassette in-board / out-board and hopefully find the sweet spot with limit screws.
You'll have 10 clicks and 9 gears, so hide the 10th one past the low gear stop and you'll never be able to click into it.
