I have a spare pair of cheap touring wheels.
They're tiagra hubs (the current 4600 so take up-to ten-speed cassettes), Sapim Race spokes (32 in each wheel) and Rigida Sputnik rims. Used but sound and with loads of life. The rear hub has had one grease re-pack.
They could use new tape.
£80 posted is fair I think.

There is a little bit of rust/staining on the rim eyelets. Nipples are fine though so this won't affect anything.
They're really solid wheels.

i have a pair of new Rigida ZAC rims on unbranded shimano 8/9/10 speed hubs which are 135mm OLN & take up to a 45mm tyre. Zero use but some small cosmetic sigs of storage in my spare room, all straight & 36 ss spokes front & rear.

I've a part used 42mm ish tyre I could include FOC, I've also got a (single) new 42mm Spesh Borough which are quite fast rolling for another £10. Or I have some new Schwalbe Marathon City tyres which are 38mm or so £24 extra for the pair. I might have some puncture repaired tubes I can throw in too. -

A friend had the wheels stolen off his RIDGEBACK Voyage Touring Bike last night.
Does anyone have anything for sells that would be suitable? He is supposed to be going on a tour in 2 weeks, and doesn't have a lot to spend.
