I don't really think you can get around the basic fact that the smaller a pump, the smaller the space to compress the air.
This is why compared to a track pump all mini-pumps are shit. Some are less shit, but none of them are good in comparison.
If you want something smaller to keep in a tool box then I'd recommend a Zefal HPX as that's what I do.

Mini track pump for having in the bike box that'll get up to 90-100psi without breaking me? Any suggestions?
