Will this bike be exclusively for touring? What kind of touring are we talking... gentle rides to B&Bs and pubs, or extreme road-based-bikepacking?
Budget? If low-to-medium, I'd go for something like a Pinnacle then get decent Tortec rack and Ortlieb or Carradry (Carradice's Ortlieb-style non-cloth range) bags off eBay. In 2-3 years time you can swap anything that's not worn out onto a better frame.
