Origin8 and Problem Solvers both do band-on stops, SJS stock them if your LBS don't. Look simple and should probably work.

You can get a clamp to replace the broken guide, (sjs sell them) ugly though
Another option is to drill out the hole bigger to allow a able housing through.

If you could live with a bare spot unpainted, you could brush paint off and get it TIG welded. If you were to use a torch and braze a new cable stop on there, you would have to remove quite a bit of paint I reckon.
