Personally, those bar bag are much better for bicycle that isn't designed for touring in mind.
Those bag and mount are surprisingly light (klick-fix system et all tend to be very heavy), and the small size force you to take what's necessary.

Are you saying that the PDW would be a better choice?
I would like to make sure I have a bit of room (obvs not tons) as I will probably just have a oversized saddle bag. I don't think it's likely that I'll be doing many other longish tours so I want to try and minimise what kit I buy.

The PDW weighs less than an Ortlieb bar bag! that's the basket and the bag.

Indeed, it's because the OrtLieb need to be overbuild to compensate hanging from a small plastic click on the handlebar.
My GB and steel Rando rack is a lots lighter and pack more in comparison.

Maybe I'm being daft or summat. Can someone explain why a click bag or the PDW is better than a basket and any old bag chucked in it.
Is it pretty much just aesthetics or is it down to practicality or other reason(s).

From my POV mounting a basket on a Giant TCR carbon fork using QR skewers is likely to be problematic. Mine is also small. Plus a bar bag has a clear top for maps etc.

As mentioned above, normal bicycle aren't designed for a heavy front weight that dramatically slow the steering down.
Those klick fix/swift or BigXTop mean you won't have to compromise.

The take out looks OK for a city bike, but I think it'll be a bit small and with the rack weigh a fair bit.
I don't have any mudguard eyelets so I've gone for a couple of these KCNC wheel QR screen things:
