RGF is just standard lugs / lugsets that could be purchased from framebuilders at the time. It stands for "Raccords Garette Frères".
I had many bikes with a RGF BB Shell and they were all sourced in France, which leads me to believe that your frame is simply a Cycles J.C.F. branded frame. A long closed local cycle shop, about 1h south of Paris
i.e. bike shops would get these off a larger distributor and stamp their brand on it.
