I have the clearance for bigger, definetly 32, I'd have to measure for larger sizes. But I speced the build for long drop brakes with the rim at the very bottom of the shimano long drop calipers. I need to get a ruler out.
Is there another tyre I should consider at these sizes or should I stick to the clements?

I say stick to the Clements - the 28's come up bigger anyway, and from my own experience there's little I can find wrong with them.

I bought some open pave 27s and they came up much smaller than my 25c gatorskins, so I've returned those and gone with the Challenge Strada Bianca...mmm much comfy, much unnecessary for commuting

Good link. It really shows the advantage of latex. Also how tough Michelins are for a tyre so light. I'd like to have seen them use a Michelin Pro 4 with latex.
If you use butyl tubes then perhaps use the smaller size (marked as 18-23 or similar) rather than the larger versions (sometimes marked 25-28).
The smaller tubes are easier to fit and I never had any issues with them in 28mm tyres or 35mm cross tyres. I suspect (being stretched thinner) they're also faster rolling. Maybe. #marginalgains

What about the Surly Knard?
Other suggestion is the Panaracer Comet in 27.5 2.0, a reasonably low rolling resistance with great grip for off roading.
