@hippy don't you hace legal cover under one of your race licenses? Maybe consider going private in the hope you can reclaim fron the council.
IIRCy plate fixation cost about 2k, including way too many followup appointments.

Not sure. I don't have a BC lic. but I am an AUK member, and in CSG and Willesden CC. Are there any non-dodgy nowin nofee operators?

Try them, and check any household and other insurance you have.

AUK insurance just covers you during the course of an event you've entered. I don't think it even covers you riding to/from the event.
