TFL would never get approval/a mayor would not approve to shell out for a bicycle scheme outright, at the moment. It is the trade off we have to deal with whilst the scheme is in its infancy.
The 7mil that santander are paying versus the 5mil that barclays were should (big should) help to further improve the scheme and perhaps help get it sponsor free in the long run.
In my opinion at least...
