13-15mm is normal width*.
17mm+ is wide.
The advantage is simply that a 23mm on a wide rims feel closer to a 25mm tyres due to being able to run them at a lower pressure without the tyres feeling squirmy.
Best combination is running 25mm.
It also advantageous if you have an old road bike whose clearance maxed out at 23mm, tyres sit lower on the wider rims.

I was. However that's more because I assumed the rs31 was a wide rim. I don't really know anything about wheels. Other than that it's now accepted that wide rims give a nicer ride.
So what counts as a wide rim?
And are the elite 24's from superstar components wide/good?
