When paired with a road brake - like a BB7 road - you'd be exchanging mechanical advantage for cable travel, meaning that you can be sloppier with pad and rotor set-up, but your brakes should lack ummmph. Unless you were using an MTB BB7, in which case fair enough.
BTW try adjusting the leaver angle so that the paddle slides around the bar. I think I've had every version of SRAM's leavers on road cable disc brakes and I've never had the issue you describe.
