30kph max only means you can't get a stamp and leave a control until it's officially opened, there's nothing stopping you getting there early, eating/drinking/abluting/resting and then being ready to stamp and go the second it opens.
The really fast lot on LEL 2009 were at the Dalkeith control (~720km) before (or just as) it officially opened 24 hours after the start of the ride (a nice tailwind helped too). The first back to the finish took a more leisurely 40 hours to do the return 700km.
