Hmm. That's one of those things which needs very careful testing, you have to consider not only the drag on the bike but the power needed to turn the wheel. The closer the tyre is to the seat tube cut out, the harder it is turn the wheel as the air trapped between tyre and tube has an increasing shear gradient.
