I have had success, of sorts. The tyres shown are 35mm Kenda Happy Mediums. I have about 2mm of vertical clearance on the front, a bit more on the back. Clearly not good enough.
The Surly's 26" LHT fork is actually only a tiny bit longer than road fork, almost on par with audax fork length, you can fit a caliper but given the clearance, cantilever work the best for that scenario allowing a lots more clearance, especially with mudguard.
edit - must admit I forget about the dramatic stretch of drop between the canti mount and rims, so cantilever is a no-go.

Yeah... no-go for cantis... I'm gonna ride for a while as is and see how things go. Without the pedals the BB seems dramatically higher with the 700c wheels but reckon when I have cranks/pedals fitted it wont feels quite so severe.
Depending on how things go I might buy the soma champs Elysees fork (reviews anyone?) and they jury rig a guard around the brake at the back...
Despite some sensible advice from @edscoble and others to purchase a set of 650b wheels I cannot stretch to that sort of purchase at the moment so last night I fitted a spare pair of 700c wheels to my (apparently un-sellabe here and later on the Bay) 26" LHT.

I can't see why I cannot just get some long reach caliper brakes which should give me enough space for guards - am I missing something obvious?
