He's done this on purpose, FYI. Cats will dominate litter trays as it's a very effective way of terrorising another cat by making them too scared to use the toilet in case they get jumped (you're vulnerable when you're pissing, obvs). The terrorised cat will therefore piss on or under your bed instead, as it's the only place they can go safely.
If you don't want Penny to piss on or under your bed, keep Miles away from her litter tray.
