Has the Low emissions zone made a difference?

The buses and taxis are exempt, obviously!

Busses aren't exempt. The engines have to meet emissions euro regulation, can't remeber off the top of my head. Example is the double decker bike bus that has a later engine fitted to meet the LEZ regs and no incur a fee.

Also didn't studies show that the pollution is worse inside the vehicles?
