The main problem is that the average speed of a motorist tend to hoover around 25mph, which is blindingly obvious when one individual decided to stick to the speed limit causing a tailback.
If anything, people on bicycles already obey the speed limit, even thought it doesn't applied to them.

No, it's akin to a swarm of chubby and inadvisably tightly clad bees invading my picnic and stinging up my croissant.

I spend a fair few evenings in summer doing laps there - clockwise, so on the last corner going towards Roehampton gate, the rest of London hoves into view. I found the cars as considerate as they are around Regent's, more aware of cyclists than any other spot in London, and I didn't see too much ill tempered behaviour.
As often is the way, a minority (of both drivers and cyclists) seem to be at the heart of the problem.
And Tom Hodgkinson is trolling - why bother getting worked up, it's so clearly ridiculous, it's not even worth thinking about.

I've started pretending the cars are support vehicles

Since April, 126 speeding motor vehicles have been caught. Av speed 38mph, highest 56. A few gasps there.
All wheeled vehicles are subject to 20mph speed limit in RP - Sgt Michael Bolton. He's head of policing in the park.
We've found that cyclists are only speeding on the downhills - Simon Richards of Royal Parks
Tickets issued for cyclists RLJing in Kingston were quite low - borough commander
that and our own beloved thread's fault.
