Felt: assume they only machine the bearing and circlip surfaces leaving something protruding through the centre of the shell, preventing the collect from going through the width of the BB shell.
edit - ah, there are no circlips, just a permanent BB90 type lip. Doh. I would point the finger and say that's not a BB30 shell, then, but given even 'dale do this on some frames what would be the point.
The collet: I assume they do this because a) they are lazy and can't machine the adapter to spec or b) frame manufacturers are lazy and can't machine their shells to spec, or c) both
BB30 or 30mm cranks - just use them, save yourself pain.
Mine is a Felt. Doesn't work.
They have a crib sheet on their website. I'm unsure about the design TBH, the Collet seems to be really unnecessary IMO and would interfere with most Di2 frames where the cable run is under the BB
