I find the blaming of Strava in cases like this to be utterly ridiculous. It's like blaming Nokia for a driver running over a pedestrian while texting on their phone. It's Nokia's fault for making phones with SMS.
The rider is at fault. And if he has no self-control or sense of responsibility towards other users of the park/road then that fault does not lie with Strava.
