He would. Though I'd guess going quickly isn't the main aim.
Straight chainline
39x22–ish is a straight chain and a better gear and freely available in all good groupsets.
Power to weight advantage
Road bikes don't weigh any more than track bikes. His looks pretty light though.
More direct transmission

...as you have to have an eye for the hills, the nature and all the surrounding things. and downhill with gears/freewheel is 1000% yadda yadda go faster without the stupid skidding look.
Climbing fixed is great fun on a gear that's close enough. Descending mountain passes fixed is a niche passtime to say the least. It's slow, not all that exciting and hurts.

if your cadence to moment curve is pretty wide 65-105rpm'ish you can tolerate some varying gradient - but since gradient has an exponential function on weight, you can't be efficient on both 5% and 15% since you are way out of bounds on the 65-105 cadence.
