Seeing as people have been racing cross on narrow rims since forever I'm sure that a rim with an external width of 25 will be absolutely fine with anything up to 32-35.
The issue is more whether they'll be OK with 25mm and 100psi. A lot of disc rims can't deal with that.
Why would you want that much pressure in a 25mm tyre on a wide rim anyway? Do you weigh 100+kg?
