You could try some dhb Vaeon winter bib shorts and knee warmers from the same range. That should cover most eventualities for not much money.
Edit: lots of jacket options but a good softshell would be a worthwhile investment. I would be less worried about cheaper waterproof stuff as it is inevitably not very breathable so you end up pretty damp anyway.

Also looking for some advice as a complete novice approaching winter with absolutely nothing. I think for now I only need a jacket and some shorts without breaking the bank, any pointers? Thankssss
