They tried this with ponies in the New Forest.
The number of pony deaths, as I understand it, increased - People (drivers, specifically) began looking out for hi-viz ponies.
Because not all ponies wore hi-viz, and the hi-viz wasn't viz if the pony was facing away, and because people were no longer looking out for the ponies themselves (or compensating in some other way), it became ponysquish time.

Yep, that's pretty much how the law is worded:-
HWC Rule 129
Double white lines where the line nearest you is solid. This means you MUST NOT cross or straddle it unless it is safe and you need to enter adjoining premises or a side road. You may cross the line if necessary, provided the road is clear, to pass a stationary vehicle, or overtake a pedal cycle, horse or road maintenance vehicle, if they are travelling at 10 mph (16 km/h) or less.

So, as a cyclist, you can cross the solid white lines to overtake a stationary vehicle, a pedal cycle moving at 10mph or less, a horse moving at 10mph or less, but not a car moving at 10mph or less.

Something terrible has happened to Richmond Park while I have been away. This haven of peace has been invaded by a terrible gang of crazed speed-freaks. They ignore the twenty mile an hour limit, and shout abuse at cars or people who might get in their way. They race each other and block the road to bumbling families on a day out. The shake their fists. They wear strange coloured body armour and frighten tweed-wearing ramblers. I’m talking about the cyclists

This guy is doing the classic 'the park is for everyone to enjoy as long as that enjoyment is strictly within my framework for what is acceptable'
p.s. I don't think I've ever seen anyone racing around RP. Seen plenty of people going moderately quickly, but never particularly dangerously or aggressively.
