I'm looking for a new functional bike for my commute from Wimbledon to W1... SS/FG, steel frame, possibility of a dynamo hub, mudguards etc.

Any pointers in the right direction appreciated...off the shelf or custom...

Agreed. Talbot frameworks path racer looks to meet my brief but seems expensive with the cheapest version at £2k...

Pletscher still makes a front rack, the "Athlete 2B" is available in a tab or axle mount version.
