Ah, now I get it what's so different compared to mine - the BB is higher, you can also see that the chainstays are almost parallel to the ground. Effectively this has a standover height like a ~63cm ctt then, therefore the long headtube, too.
This frame needs to actually ride track - seems like the previous owner was a bit over-cautious of velodrome pedal strike, therefore the BB height.
