I think that what he's saying is that Dammit should put James outside and never let him back in ever, because that's what James wants. Maybe he should put a special collar on James that will deliver a painful electric shock if he comes near his old home? It's for the cats' own happiness, after all.

So perhaps you're suggesting that dammit sit down with James and do a little therapy session with him, where they can decide, in an adult manner, how James would like to proceed with his life from here forward? Perhaps you could be on hand to translate between the two of them, Doctor Cat Whisperer?
