If a cyclist is killed by a car, what is the maximum the driver can be charged with?
As @S785 says, the most serious possible charge would be murder, but the problem for a prosecutor is proving mens rea in vehicular cases, whereas if you choose another weapon it's usually pretty obvious that you had to do something intentional (and probably criminal in its own right) in the lead up to the assault.

Seen a good price for a Veloce groupset online. It's a braze on front mech but my frame requires a band on. Are there disadvantages to getting an adaptor to make it work? Might it look a bit crap and fall apart a some point.
Plus how do I decide on short or long rear mech?

Not really, some FDs only come in braze-on or braze-on+adapter clamp versions.

Short cage will handle 53-39/12-25, although I'd suggest getting the 50-34 compact instead (still works with short cage) unless your athletic prowess is vastly ahead of your technical knowledge.

is there a best spot in terms of the pedal stroke for the slackest point of the chain?
(q-rings suggest top of the stroke?) -

If I had an imperfect chainring, I'd try positioning it so that the slackest point would coincide with when I put the most power (ie at the top of the pedal stroke). This happens twice a revolution though, so I doubt it matters much.

Loosen off the chain ring bolts, there is probably enough movement to correct any imperfection (or more to the point, the imperfection is more likely caused by the chainring not being centred properly on the spider).

Well hairdressers have traditionally been used as a cover for more lucrative and less legal forms of business (deal in cash, have no stock to buy or sell). Maybe your local one is an example of such an establishment. Is the owner's car suspiciously expensive?

Legally there's no reason under the right circumstances you couldn't be charged with murder, if all the components were there, but it's hard to prove and currently the political will seems to be that a car is treated differently to any other weapon.
