What's the point of crossing over gear cables under the downtube, as advocated by some? Is it purely to achieve a smoother entry for the housing by having it cross the HT and enter the cable stop at a gentler angle?

Mostly it is to stop the cable outers rubbing on the frame, and it makes a simple shallower curve in the cable run. It also more pro.
