Your phrase 'I know my rights as a cyclist...' is of course perfectly correct, but it's also the sort of thing that Daily Mail readers and Tories really hate, so there's a chance it might lead to them taking your complaint less seriously, if you get one of those people on the other end. I'd maybe suggest rephrasing it as 'I know the law on cycle lanes...', or something like that.
