That's exactly the one I was going to suggest, I have one myself. The velcro on the seat tube connector isn't a problem.
Tools in a jersey pocket are a bad idea. Anything lumpy and hard is going to cause a lot of damage in a spill if you land/roll on it. A phone, wallet, inner-tube or banana may just be uncomfortable, but carrying a multi-tool near kidneys or spine is just asking for trouble.
