It doesn't act like suspension anymore than a regular fork, I think its just a manner to get away with super skinny tubing on the fork which gives a novel aesthetic with the fat tyres. It probably offers something extra in the form of strength, like a triple clamp fork. When braking I imagine stress is more evenly distributed to upper headset race compared to regular forks. Just conjecture though...
