Mistertea, you have it wrong.
They are equipped with GPS, so that the bus stop sign (and 'countdown' website) can tell you roughly how long until the next bus arrives. E.g. "oh the bus is at this bus stop now? That means it'll be at the next bus stop in around 5 minutes".
It's nothing to do with enforcing timetables AFAIK.
