put the pedal in a vice, make sure its tight enough to hold it.
put the bearing on the hole, where its supposed to go
put a piece of wood on top on the bearing
while holding the piece of wood so it doesn't bounce, hit it with a hammer (might take a few blows).
or try putting the bearings in the freezer over night, then see how you get on.
