Would 27mm tyres on 23mm rims, lose the benefit of having a wider rim, ie would you be back to square one with a lightbulb profile? Thinking I should stick with 25mm.

Slightly but then you gain the benefit of bigger tyres, anyhow having 27mm tyres on 23mm rims will be better than 27mm tyres on 19mm rims.
