If you have enough vertical space virtually any fender will fit over any tire.
A PDW 30mm fender will fit above a Surly Bud but will be ineffective.
Generally 10mm is the recommended minimum difference in size between fender and tire in order to minimise side splash and look right.
If the fenders are a little too wide for your stays, a dremel will sort you out.
Use it on the fenders, not the stays.
