He needs a preventer if he isn't already using one, and if he is then he probably needs to be looking for a hospital if it really takes that amount of salbutamol to control his asthma. The permitted dose is pretty generous, being over it by a factor of two doesn't seem like somebody with liveable asthma carelessly taking an extra couple of puffs during a day.
