I had some plugs that wouldn't behave in this manner and I smashed them to bits trying to hammer them in.
In the end I got some corks like you get off sherry bottles with a plastic cap on the end. I had to trim the corks a bit but they worked great and the lip on the cap held the tape in nicely.
