At the same time organisers should take responsibility and clean up as well and maybe give a time penalty to anyone spotted littering...

Penalty is usually listed in the rules as instant DQ. I have never seen any penalty given. Maybe if the penalty was a cockpunch, people might take it a bit more srs.
